You will remember that when I was in Hong Kong we discussed the paper that I was planning to write on this subject. I have now had a chance to discuss this with Richard Samuel and we are both agreed that we should take up your kind offer to prepare the first draft. This to be on the lines that we discussed,
2. As I am leaving the Department at the end of this month it would be a great help if I could see a first draft before I leave. The reason for this is that obviously Robin, will need a few weeks to settle down when he arrives at the beginning of June and that although there is no tremendous hurry about the paper, if the Secretary of State decides to visit Hong Kong in the autumn, then with summer holidays and everything there is not too much time available. Secondly, as I myself have quite strong views on this subject I would like a chance to inject them before I leave.
