I do not entirely share the Department's view that the Chinese might not necessarily accept a Portuguese offer to return Macao: it would be very difficult indeed for them to refuse if this was put properly, and I suspect virtually impossible if it were made public.

3. I am submitting these papers to Ministers now so that Lord Goronwy-Roberts and the Secretary of State can have advance notice of/issue. The attached brief should be regarded as an indication of how the Secretary of State could tackle the matter with Dr Sa Machado. As the Department points out, the brief may need amendment in the light of comments from posts.

I hope that the Seculary of State will be able to regard this as a prosity topic in his talks with her Sa Machado.
