When Lord Moran was here for the visit of Dr Sa Machado he told me that he had, with Mr Daunt's agreement, spoken to Dr Villas- Boas, the Political Director at the Portuguese MFA on the lines of paragraph 2 of the first draft brief on Hong Kong and Macao.

2. Dr Villas-Boas had replied that the Chinese were pressing the Portuguese to recognise Macao as part of mainland China. He also referred to the statement by the Portuguese Foreign Ministry on 5 January 1975 (when Dr Soares was Foreign Minister). I attach a

copy.

I record this as confirmation of what was subsequently said by Dr Sa Machado to the Secretary of State.
