I submit a draft reply and Background Note to the Oral Question tabled by Sir Paul Bryan (Conservative Howden) for answer on

1.

26 April. The Parliamentary Unit have said that since the question is unlikely to be reached no Notes for Supplementaries are required.

2. Sir Paul Bryan is Chairman of the Anglo/Hong Kong Parliamentary Group. He is well disposed towards the Government of Hong Kong and, in particular, towards the present Governor. He has told us that his purpose in tabling this question is to provide an opportunity for the Government to make a public tribute to the Governor and to emphasize the confidence that he enjoys here.
