in Oslo next month.

Hong Kong and the GSP

If the Governor raises this point, Lord Goronwy-Roberts might assure him that a statement of support should be sent shortly. But the Minister should not allow himself to be drawn into

speculation over when the discrimination against Hong Kong will be ended.

Vietnamese Refugees

Lord Goronwy-Roberts may wish to assure the Governor that we and the Home Office Immigration Depatment fully support the idea of the UK accepting a further 50 refugees at present in Hong Kong. The delay in granting formal agreement is due to the need to obtain the necessary financial provision.

A case for this is under consideration in the

Treasury at the moment.

Green Paper on British Nationality Law

If pressed, the Minister of State could repeat that the Green Paper is only a consultative document and that Government policy has not yet been finalised. He can also stress that the Hong Kong Government should submit their comments on the Green Paper soon if they are to be sure that they will be properly taken into consideration.

Air Services

If pressed, Lord Goronwy-Roberts may care to emphasise that we do make a genuine attempt to strike a fair balance between the needs and wishes of British Airways and Cathay Pacific. He may also care to confirm that if Cathay Pacific suffer unfairly on the Gulf route, we shall do our best to protect their legitimate interests.
