STEERING BRIEF
1. The Minister of State may wish to start by congratulating the Governor on the extension of his appointment.
The Hong Kong Police
Lord Goronwy-Roberts may wish to ask the
Governor for an up-to-date report on reaction within the Force to the Yau Ma Tei case. He may also wish to ask for an assessment of the likely outcome of Mr Crane's investigations.
The Minister of State will wish to confirm HMG's full support for the Governor's and ICAC's stand against corruption and say that he looks forward to seeing Mr Cater when he comes to England
on leave.
Social Development in Hong Kong after 1980
If, as is likely, the Governor is accompanied by Mr Bray, the Minister should avoid any direct reference to the outline planning paper, in view of Mr Stewart's undertaking to the Governor last week that the existence of this paper would not be made known to anybody else in Hong Kong. Instead, the Minister might care to indicate in general terms our interest in receiving the Governor's views on future developments in time for the Secretary of State's visit in the autumn.
