The Royal Hong Kong Police Force
Mr James Crane, one of Her Majesty's Inspectors of
Constabulary, accompanied by a team from the Home Office, completed
a review of the organisation and management of the Royal Hong Kong
Police Force in May. He had been invited by the Governor to
undertake this review after the events of last autumn,
culminating in the near-mutiny of the Hong Kong Police in November,
had revealed serious shortcomings in the management of the Force.
Mr McLaren's submission of 7 June summarises the team's conclusions
and recommendations.

The Hong Kong Government have largely accepted the team's
recommendations and are already implementing them as far as possible.
Mr Crane is hoping to return to Hong Kong in early 1979 to follow up
his report: the Governor has agreed that this should be the
beginning of a regular series of inspections of the Hong Kong Police
by HM Inspectorate of Constabulary.
inspections will be on a similar basis to those of UK police forces.
The Governor has also agreed to the principle of an inspection of
the Hong Kong Special Branch, though the form the inspection should
take is still under discussion.
