THE ROYAL SHOW

Thank you for your Head of Mission letter of 8 March about attendance at this year's Royal Show by senior Diplomatic Service visitors. Although I shall be in UK in late April and early May for a series of seminars on the Hong Kong market (and incidentally shall look you up) I see no way of staying on until July, much as I should have enjoyed the opportunity to visit the Royal Show.

2, My real reason for writing is the perennial question of for whom a Head of Mission letter is intended when addressed simply to Hong Kong. On this Occasion it has landed on my desk but it could equally have been intended for the Governor. Perhaps a copy has gone to him separately? No one has ever defined what constitutes the British mission in Hong Kong; whenever I am the recipient of a Head of Mission circular.

hence my dilemma
