Thank you for sending me your comments on your visit to Hong Kong. You will by now have seen my note on the Police in Hong Kong based on my recent visit and in general it is clear that our conclusions were roughly very much the same. I have suggested that you might discuss the problem of Mr Henry's succession as Commissioner with Sir D Roberts when he calls on you today.
2. It is clear that we can expect Mr Cater to play a rather more active and energetic role as Chief Secretary than did Sir D Roberts and, furthermore, that a good number of his ideas are compatible with ours. This can only be to our mutual benefit.

3. I have told you that during my visit to Hong Kong most of the Unofficials to whom I spoke were convinced that the Injury, Sickness and Death Scheme should be made compulsory and, after discussions in London during your absence, it has become clear that the Governor has been convinced of
this and will propose this to ExCo. My guess is that he (the Governor) has been foreseeing imaginary difficulties about this aspect of the Scheme and he will be surprised at how easily the compulsory aspect will be accepted.
