1. You might like to express our satisfaction at the outcome of the Yau Ma Tei corruption case and say that we too are very conscious of the need for a significant improvement in the leadership of and personal relations in the Force. We have high hopes of the effects of the Crane team which has already made a number of recommendations and whose reports we look forward to seeing. You may also wish to discuss the question of the next Commissioner of Police in the light of your discussions with Mr Cater.

Immigration from China

The Political Adviser has recently spoken to NCNA officials about the need to limit legal immigration from the mainland: he suggested a target figure of 50 immigrants per day, which seems reasonable. You may wish to support the line being taken.

Trade

3. Norway's unilateral import controls on Hong Kong textiles have driven the Colony to taking action under GATT. You might wish to say that, while we understand Hong Kong's concern, and will do our best to enable them to put their point of view in Geneva, there will certainly be other occasions where British and Hong Kong interests are diametrically opposed. We hope we can avoid a direct confrontation over such problems as the selective application of safeguards.
