1. Mr Martin Rowlands, the Secretary for the Civil Service in Hong Kong called on me this morning at the beginning of his summer leave. You may wish to glance at the attached note of the main points which arose during our discussion.

2. As you know Mr Rowlands took over the Civil Service Branch comparatively recently. He said that he had never met you or Mr Cortazzi and would be grateful for an opportunity to do so, even if only briefly. He will be in London on Wednesday 6 and Thursday 7 September. If one of those two days would suit you and/or Mr Cortazzi, perhaps you could ask Miss Satterthwaite to let me know when.
