"I am very grateful for this minute. My note on Macau was by no means critical. It might in fact have been unfruitful to discuss the constitutional point with the Governor of Macau. Bilingualism is basic to Hong Kong services, especially justice, and progress is disappointing. Increase in proportion of Chinese in the public services is encouraging.
