As you will have seen from my telegram of today's date I have reluctantly had to cancel my visit to Hong Kong, anyhow for the time being. The reason for this is that, although clearly there is a need to assess the working of PRU on the spot and to give encouragement to Mr. Yi, it is hardly worth the taxpayers' money for a journey simply to do this. I had hoped to combine my trip to Hong Kong with a visit to Delhi, but this latter leg has had to be postponed. Given that we are still considering the nature of OID's work on China (which includes the attribution point on which I wrote to you on 21 June), it would also seem sensible to delay a visit until the outcome of this becomes clearer.

There is no inclination among any of us here to question the very great usefulness of the PRU and I hope that the postponement of a visit to it will not be taken by anyone as an indication of lack of interest (I attach a short personal note to Mr. Yi to explain the postponement).

Sorry if this postponement causes any trouble for
certainly it would be very useful for someone from the Embassy to be present when we are looking at PRU.
