I am not convinced that we have yet got the composition of LEGCO right. It is still very much an establishment body. I agree that we ought to try to improve the standard of membership of URBCO but it is obviously difficult to get anybody to stand for such an unprestigious body. I entirely agree with Mr McLaren that with growing prosperity and rising standards of education there will be pressures for a less paternalistic style of government and of greater involvement by the people of Hong Kong in running their own affairs. We must be ready for this. We shall accordingly consider the Chinese aspect of this in the proposed planning paper.
