(e): Plans for the expansion of the Factory Inspectorate are supported. Factory Inspectors should be recruited possessing higher technical qualifications preferably combined with industrial experience (paras. 14 15 of the Report)

Recruitment of Factory Inspectors to fill

the 15 existing vacancies is also in hand.

C for L is now finalising a staff submission for the creation of 59 new posts of Factory Inspector for better law enforcement on the one hand and for promoting industrial safety and health on the other. Policy approval was given on 1st March.

Proposals to re-organise and improve the Factory Inspectorate (including the upgrading of the Chief Factory Inspector's post to D1 level; the creation of a new post of Deputy Chief Factory Inspector to relieve the workload of the CFI and to co-ordinate activities in the operational wing of the Factory Inspectorate; improvements in the salary structure and other conditions of service; recruitment of persons with higher technical qualification and practical experience in industry) are being processed by the Finance and Civil Service Branches.

(f): U.K. training

facilities should be made available on request to assist the effectiveness of the expansion of the two inspectorates (para. 16 of the Report)

On the training of Assistant Labour Officers Mr. Hurst's recommendation that at least 2 ALOS should attend each of the three courses for Overseas Labour Department Officials (arranged annually by the U.K. Department of Employment) is welcomed. The Civil Service Branch (Training Division) h,s agreed to send 4 ALOs on these courses during 1978/79.
