One other point on the Gurkhas which Hong Kong obviously felt strongly in respect of Brunei was the very serious effect they consider the loss of the Brunei facilities would have on the morale of the Gurkhas Brigade.

Committee on Diversification

11. The Assistant Commissioner for Industry was extremely disappointed at the lack of progress made by the Committee and particularly at its apparent lack of any sense of direction. He places the blame fairly and squarely on the Financial Secretary, who chairs the Committee, who, he maintains, fears that the Committee will turn into an might Economic Development Council, something which Mr Haddon-Cave could not accept.
