1. As a joint FCO/ODM Parliamentary Under Secretary, Mr Tomlinson has responsibility for aid matters concerning Hong Kong. However, Hong Kong is receiving very little aid from the UK and this has been channelled into providing publications and teaching equipment for the Hong Kong Polytechnic and technical institutes. There would thus be little of substance to show him.

2. Furthermore, since Mr Luard normally answers PQs about Hong Kong in the Commons, it would not seem worthwhile for Mr

Tomlinson to make a special detour to visit Hong Kong.
