Government could proceed to decide on what the best solution was. He agreed with the CS that it was dangerous to establish a per- manent central arbitration body for staff disputes.

At the same

time, he assured Mr. Hurst that he was keen to develop a suitable formula for solving this problem particularly in relation to the Police. A Salaries Commission was a possible solution but past experience showed that they created as many problems as they solved.

Conclusion

HE thanked Mr. Hurst for his comments which he found generally reassuring. He said that as agreed, he would undertake further discussion on a contributory scheme and keep Mr. Hurst in the picture on that front. He also asked Mr. Hurst to carry across the picture of Hong Kong's social developments when he returned to the UK.
