POLISH CONSULAR REPRESENTATION IN HONG KONG?
1. I have noted from your Saving telegram No 139 of 14 September that Mr Tadeusz Kalinowski has been gazetted as Polish Consul- General in London with jurisdiction including Hong Kong.
2. Kalinowski is not the first l'olish Consul-General in London to have jurisdiction in Hong Kong (and other dependent territories): Kalinowski's predecessor Janusz Mickiewicz, was similarly accredited, and so perhaps also was his predecessor. While I assume that Kalinowski's predecessors have not attempted to do so, PCD tell me that there would be nothing to stop the Polish Consul-General from going to Hong Kong and transacting consular business there.
If he were to do so it could be argued that it would be in direct contravention of our joint aim of not allowing Soviet Bloc countries (Cuba apart, for historical reasons) any sort of representation in Hong Kong.
3. We in the department were not in fact consulted about Kalinowski's appointment. llud we been consulted, we would certainly have sought your views. I fear that there is nothing that we can now do, though it is some comfort that Kalinowski's term of office expires next year.

4. We shall endeavour to ensure that we (and you) are properly consulted before another Polish Consul-General is accorded jurisdiction over Hong Kong. (The Foles are alone among Soviet Bloc Missions in London in having a Consul-General with jurisdiction in respect of dependent territories.) Meanwhile, we can only hope that Kalinowski's appointment does not give rise to practical difficulties.
