POLICII CONSULAR REPRESENTATION IN HONG KÜNG

I am sorry not to have replied earlier to your letter of 3 July. Unfortunately, it has taken some time to get answers to the points which you raised. These are as follows:-

(i)

The jurisdiction of the Finnish Consul-General includes Hong Kong;

(ii) As far as the FCO. is concerned, there is no reason why you should publish this sort of appointment in the Hong Kong Government Gazette;

(iii) FC are embarking on a campaign to have the jurisdiction of newly-appointed Consular Officers delimited: this will then be recorded in the letter covering the Queen's Lxequatur. Specifically, the Czechoslovak Third Secretary (Consular Affairs) has no official consular district and so the question of Hong kong should not arise;
