An overseas visitor is ke; under surveillance and his movements recorded from the me ient he enters the country. Reports are obtained from every person h has dealings with, the tourist guide, the maid in the hotel, theilway conductor, the bar tender and any apparently cacuai acquain ance he may make. People who talk his own language may be intra luced to him in such a way as to make him think it was he who mad the initiative, or they may be trailed before him so that their r ting appears to be entirely fortuitious. The apparent politic: . outlook of a chance acquaintance is not necessarily a reliable guide to his true beliefs, and it is unwise to encourage him to express views which his Government might consider subversive.
