made by CPG ministers about Hong Kong's position. Some China watchers believe that, in the years to cone, there is a high probability that China will gradually shift from Communism to socialism. The introduction of western technology for modernization will, in their view, inevitably have an impact on the politi- cal and ideological stand of China's leadership. One consequence of large numbers of senior Chinese students being educated overseas might be to instil into the new Chinese intclli- gentsia pro-western philosophies and ideals incompatible with a communist regime; and if it is on them that the implementation of the modernization programmes has to depend, they may influence the CPG to cvolve a new type of regime as well.
