The Scheme

The scheme envisages the construction of two piers parallel to the shore, connected by bridges to the podium decks of a building on the land. The elements of this scheme are:

The outer pier, being a low platform for two conventional ferries moored on the outer face. A central escalator bank carries passengers to the bridge level. The pier also provides accommodation for Marine Department officers for harbour control.

The inner pier has facilities for berthing 8 hydrofoils and for passengers arrivals and departure controls, customs etc. At upper levels are the passenger departure areas, further control areas' and Government offices related to the terminal operation.

The bridges connecting the two piers to the building on the land are raised to avoid

jetfoil aerials at high tide and are twin-level, enclosed from the weather.

The scheme is illustrated on the plan at Annex B.

Costs of Construction

The costs of providing the Government facilities (including the temporary terminal to be used while the main Ferry Terminal is under re-construction) has been the main subject of disagreement between the Corporation and the Public Works Department. The Corporation's initial estimate, based on July 1977 building costs but allowing for labour and material increases during the period of construction, totalled $199.5 million. While it has been accepted by the Public Works Department that the accurate estimation before tender of some of the construction items contained in the project is impossible, e. g. marine structure foundation work, the Corporation's figures were patently too high. After detailed investigation of the individual construction items contained in the Government facilities to be provided, the Cor- poration and the Public Works Department finally agreed that the appropriate costs, as at July 1977 (the date of the Final Report),
