Li Chu-sheng has thanked me for suggesting this arrangement and has said that he thinks that it will "basically" solve their problem. I hope it will. We have a vested interest in the NCNA being able to communicate quickly, and if necessary in confidence, with China. Some of our recent exchanges, conducted on their side by what Li calls the "Olympic" method (i.e. a man with a torch!) have been

extraordinarily slow. We also have an interest in making sure that problems of this sort do not create excuses for claiming that only an official representative would be in a position to carry out the liaison function effectively.
