1. Mr Stewart (HKGD) has told me that this subject was discussed during Sir Murray MacLehose's last call on the Secretary of State. I understood that Dr Owen was satisfied with the explanation he was given of the way we maintain contact with the Chinese authorities in Hong Kong through informal channels (as a result of which practical cooperation on the ground is good) rather than by conceding the Chinese Government what would come to be seen as powers rivalling the authority of the Governor.
