The attached list is a fairly comprehensive one of groups visiting Hong Kong during the latest period for which I hold a full set of Immigration telegrams from Peking.. The dates given are those of the telegrams. Visits, generally have started one or two weeks after applications for visas were made. The list does not include Chinese officials coming on substantive postings to Chinese state organisations in Hong Kong. Although Chinese state organisations usually follow the desirable practice of applying to the British Embassy in Peking for visas, there have been some cases when delegations coming at short notice from Kwangtung have arrived at the border on "green" exit permits. have told N CNA a number of times that it is much better for proper visa applications to be made and on the whole the message seems to have registered. The list under-a states the presence in Hong Kong of visiting Chinese officials since it does not include those who may spend up to one week in Hong Kong in transit to overseas countries. In a number of cases these transit visits no doubt allow substantive business to be done in Hong Kong.

The list shows that during a period of 23 weeks, 45 groups visited Hong Kong from China with a total of 705 people. The average period of visit for each group was 4.4 weeks. The present pattern is therefore in any month seven or eight new groups from China arrive in Hong Kong with a total of about 122 people.
