2. we discussed Hong Kong telegram number 1157 on immigration, and agreed to include a statement in the Speaking Notes on the lines suggested by Hong Kong. incorporated some of the statistical material from that telegram in the Background Note, and agree that the Speaking Note for the Secretary of State could be a shortened version of that proposed in paragraph 3 of the Hong Kong telegram, provided that the general line remains the same.
