CALL ON PRIME MINISTER BY CHINESE FOREIGN MINISTER, 11 OCTOBER

1.

In response to Mr Cartledge's letter of 20 September, I submit a self-explanatory letter from the Private Secretary to No 10, covering a brief with points to make, background and a summary. Briefing on defence sales is defensive only: there is no need for the Prime Minister to volunteer anything on the subject, given what Dr Owen will be saying to Mr Huang.

Following my submission on the invitation to Premier Hua Kuo-feng I have included a reference in the letter on the assumption that the Secretary of State does not dissent.

3.

Mr Murray cleared the briefs in draft.
