1. You asked me earlier today for a draft speech for

the Secretary of State to deliver at tomorrow night's Dinner for Mr Huang Hua.

2. I submit a draft which has been clared with EESD and

HKGD. Mr Murray has seen it in draft.

As requested, I have included references to the historical background (note on the subject attached). to convey the point about defence sales, perhaps rather allusively in paragraph 4 of the draft, while a passage which touches by implication on human rights (without mentioning the phrase itself) appears in paragraph 6 Both references could, of course, be strengthened if

necessary.
