The Soviet

Union and the United States could be put on a par. Union was the more dangerous because it lacked the economic means to achieve its aim of world domination. It would therefore

resort to military means and this was the main danger to peace. However, to say that war was inevitable did not mean that war was imminent. Neither the Soviet Union nor the United States had yet completed their strategic deployment but war could be postponed by means of correct policies and tit-for-tat struggle.

years there had been new features in the Soviet Union's method of pursuing their global strategy which merited attention. Europe

Over the past two or three years in pushing on with its strategic deployment, the Soviet Union had used mercenaries for its long term occupation and control of some countries. Examples were Somalia and Egypt. When there had been a change of policy in these two countries the Soviet Union had lost bases there and the means of control. This had caused the Soviet Union to turn more to the use of mercenaries. Cuban mercenaries had been used to interfere in the internal affairs of Angola and to effect a long term military occupation. Since then the use of mercenaries had become more apparent. Moreover, the Soviet Union used Angola as a base for the invasion (twice) of Zaire. Zaire was strategically important: it was in the centre of Africa and adjoined nine other countries.
