Peking to see the translations which F B IS do would give us more time to concentrate on material which FB IS does not cover. Grateful, therefore, for comments from you and Peking on para 2 above.

For the record (though you will probably already have seen this), I give below a Chinese view of "Cheng Ming" and "The Seventies" from a cable from the USLO passed to us on 12 October by the US Consulate-General:

5.

Hu Shou-hsin, Director of the International Exchanges Section in the Ministry of Education, recently told US LO officer that he personally subscribed to the Hong kong monthlies "Cheng Ming" and "The Seventies". When asked if these magazines vere considered patriotic newspapers and not subject to strict editorial control, Hu replied in the negative and said both magazines were "objective and dependable".

Hlu said that he had not read the recent article on Chairman Hua Kuo-feng's background but commented that it was widely known in Peking that Hua's wife was the Director of an office (chu-chang) in one of the ministries.

**

Despite that commendation, one of the problems we have with Left-wing publications here is that as a result of being run on a much looser rein they have become in some ways less "reliable" (though more interesting) as a reflection of thinking in Peking. You will have seen James YI's recent and well-argued suggestion that the "Ta Kung Pao" tends to the Teng line and that "wen Wei Po" is in the Hua/Yeh camp. While the balance of his work I am sure should remain the analysis of standard mainland material, we (and I hope you) find it useful when he has time to look at the local press. This is something which we hope to discuss more fully with James Allan when he comes out here. However, I also hope that before long you will have an opportunity to get out here (and to Peking). You would be very welcome to stay with us.
