MEMORANDUM FOR EXECUTIVE COUNCIL
PROPOSED REDEVELOPMENT OF
Introduction
MACAU FERRY TERMINAL

Honourable Members will recall that the proposed redevelopment of the Macau Ferry Terminal was previously discussed in July 1975 (copy of memorandum XCR(75)139 dated 29th July 1975 is at Annex A) and that Council advised and the Governor ordered:

that negotiations with Shun Tak Enterprises Corporation Limited and any other company wishing to be associated with the proposed redevelopment, should be pursued on the lines recommended at paragraph 11 of the
memorandum.
The essence of the advice given was that the cost of constructing of the new ferry and hydrof oil terminal including the marine berths and facilities for Port Health, Marine, Trade Industry and Customs and Immigration Departments should be paid for by permission to build commercial and office accommodation, the land element in the value of which would equate to the cons- truction costs of the Government facilities.

It was established shortly after the decision that the other hydrofoil operator, although welcoming the proposal to construct a new terminal, did not wish to participate in the development.
Subsequent Negotiations

Since this matter was last considered, detailed discussions have taken place within the Departments concerned and with Messrs Shun Tak Enterprises Corporation Limited regarding all aspects of the proposed transaction, These discussions have of necessity been very protracted, as it became apparent at a relatively early stage that the initial proposals submitted by the Corporation were unacceptable. This resulted in a re-appraisal by the Corporation of the scheme as a whole and to take into account the requirements of the Government Departments to be serviced. A full Report was submitted in January 1977. This Report was
