interests, and on Western security, would a major development in our relations with China (commercial, particularly military sales, and cultural) have?

AREAS FOR DECISION

(a) How can we best follow up the commercial opportunities

after Mr Dell's visit?

(b)

How can we most satisfactorily conclude the science and technology agreement and implement the many exchanges envisaged under it, particularly those involving the English language?

(c) Are there particularly favourable circumstances at present

which could enable us to conclude an aviation agreement and/or the shipping agreement, both of which were mentioned by Mr Dell to the Chinese?

(d) Should we plan to invite more senior Chimse to Britain,

specifically either Teng Hsiao p'ing or Hua Kuo-feng?

(e) Is this a particularly propitious moment to talk to the

Chinese about the longer term future in Hong Kong (the subject of a separate meeting)?
