1. After months of speculation it was announced in the Hong Kong press today that the Governor of Macau, Colonel Garcia Leandro, is to leave his post in November. I attach for both addressees a copy of the article.

There are of course conflicting reports as to why the Governor is leaving, and one theory is that he was forced out by local Macanese most of whom dislike him. However I feel it is more likely that Leandro himself wished to leave Macau, As you will know he has been unwell of late, and his wife who is pregnant is reported to want to leave Macau.

3. It is as yet unknown who Leandro's successor will be. The name most canvassed in Macau is that of Colonel Maia Gonciaves, who up until very recently, I understand, was the Defence Attache in the Portuguese Embassy in London.
