Col Garcia Leandro and his family left Lisbon to return, to Macau at the end of last week. Speaking to the press at the airport, he said that there was no longer any question of extending his term of office beyond November this year. This was because of family reasons connected with the health of tand. his parents.

2. He confirmed that during his visit he had seen the President of the Republic, Dr Mário Soares and the then Ministers of Commerce, Foreign Affairs and Finance.

He had discussed with Basilio Horta the question of the' establishment of an issuing bank in Macau and the liberalisation of exports from Macau to Portugal. He said that reasonable

progress had been made with both of these subjects but the fall of the Second Constitutional Government had prevented any final decisions.

He also said that the Government crisis would delay the establishment of diplomatic relations with China with which reasonably good progress was also being made..

5. The Governor had discussed with the Directorate General of Civil Aviation the establishment of an airport in Macau. He regarded this as essential to establish contact with the important commercial and financial centres of the region. A representative of the Director-General would be visiting Macau later this year to look into the practicalities and to investigate the possibility of a small programme of technical assistance. He confirmed that consideration of the possibility of establishing helicopter services with Hong Kong was already well advanced.
