EXPANSION OF EDUCATIONAL AND CULTURAL RELATIONS

WITH CHINA

As you know, Shirley Williams returned from

her official visit to Peking in July with a wide

range of proposals for expanding our existing

educational and scientific relations with China.

These include the creation of an English Language

Institute in Peking or Shanghai; the recruitment

of teachers and lecturers of English for Chinese

institutions of higher education; and a considerable

expansion of both student placements in Britain

and of exchanges and interchange at university

and Academy Institute level.

2. The general importance of deepening our

relationship with China is explained in three

telegrams from our Ambassador in Peking. I

I endorse his views; and

enclose copies.

Shirley Williams' proposals will play a key part.
