Dear John,

JUDGEMENT ON THE 1967 RIOTS BY NCNA

Mr Thompson

This shoe be mentioned

in the proposed submission chon which I muinted today

The Ming Pao' had a front-page scoop on 5 September, reporting a speech by one of the Deputy Directors of the local NČNA office, Chi Feng (whom we do not usually see), in which the 1967 riots in Hong Kong are judged to have been "a mistake against Mao Tse-tung's line", There is little to add to the sensible accompanying editorial (translation attached Chinese text to copy addressees only).

As far as I know this is the most authoritative judgement so far passed on the 1967 riots, although it has been clear for many years that the "errors" of the campaign of violence have been well recognized both here and in Peking.

Chi Feng's remarks have not been reported in the left-wing press here but there seems no reason to doubt the accuracy of the 'Ming Pao' story. I shall be interested to see if NCNA make any allusion to it in the course of our normal contacts with them.

CC

Yours ever,

Iain
