I do not think there are any substantive point, to make-it is too soon to consider any further action on immigration. But if its Samuel does intend to reply, the be might say in passing

a) how pleased we were to see this further evidence of the Chinese desire to maintain good Hong Kong- Chinese relations;

b) that it was encouraging to see that the Chinese were treating the imningration problem serionaly and that we hope Dr Wilson's fear that they will not take adequate measures will prove over pessimetic
