At the lurch which the Secretary of State gave for Mr Peacock almost exactly a year ago, there was a reference to the need to discus: Japan and China at a "later stage" (paragraph 15 of the record). The Secretary of State may also wish to express his appreciation to Mr Peacock for the helpful recent Australian initiative over Brunei (Brief No 4). In the past the Australians have criticised our role in Brunei which now happily they appear to underst.ind better.
