1. Mr Talboys said that the purpose of his visit Fuzone was to underline the very serious impact on the New Zealand economy

New Zealand views were well which a sheepmeat regime might have. understood in the United Kingdom and there was no need to dwell on the issue. He would be visiting other Community capitals later. Dr Owen confirmed that New Zealand concerns were well understood; we would do our utmost to ensure that New Zealand's interests were protected. So far as the rest of the Community was concerned, he hoped that New Zealand would not repeat the Australian experiment. An aggressive campaign was not in the New Zealand style, and New Zealand had fewer bargaining weapons. The Australians had managed to make an impact although at times they had overdone things and left behind them a trail of anger. There would be much more sympathy for New Zealand. It was worth devoting particular attention to the Germans who were a very powerful influence in the Community. Herr Dohnanyi would be a particularly useful contact to have on the New Zealand side. Herr Genscher tended to be full of good intentions but did not always deliver the goods at the end of the day. Gerian agricultural policy was of course. deeply protectionist. The Dutch were worth cultivating; they could be quite effective spokesmen for compromise.

But there was

probably no possibility of securing French sympathy on this issue.
