Speculation surrounds China's future defence policy, particularly in view of recent high-level military visits to and from China. The leadership is working towards modernisation of the armed forces, and the visits appear to have two main objectives: to examine the prospects of obtaining defence technology and equipment in the West to meet short-term needs; and to observe foreign methods to assist in formulating long-term defence modernisation plans. Nevertheless, because of financial constraints, fears of over-dependence on foreign suppliers and the wish to concentrate on self-reliance, China's leaders are likely to keep imports to a minimum. In addition, COCOM restrictions would probably block or delay purchases of foreign defence technology or manufacture under licence.
