Mr Samuel and I have discussed the suggestion that Mr Bray should join the Britain/China Centre. Our joint estimate is that there is no reason why Mr Bray should not join the Centre and that it is highly unlikely that the Chinese would see any sinister motive in him doing so. are much more likely to see this as a normal sign of interest in Chinese affairs and a desire to further good relations between Hong Kong and the PRC.

2. The invitation to Mr Bray is to become an ordinary member of the Centre. There is no proposal that he should become a member of, e.g. the Council.
