it is doubtful whether Government would be seriously pressed for a detailed explanation of its reasons for departing from normal policy. It should therefore be possible, at an appropriate stage and with the agreement of the China Resources Company, to limit publicity to a brief statement of the Government's intention to grant a site and that the Company would be paying a full premium for it.

Advice Sought

Honourable Members will be asked to advise in principle:

(a) whether preliminary discussions should proceed with the China Resources Company for the grant of a large commercial site in the urban areas by private treaty at a premium representing the full market value of the site,

(b) whether any of the sites referred to should be excluded

for political or other reasons.

(The Political Adviser (Dr D. C. WILSON) and the Deputy Secretary for the Environment (Mr G. BARNES) will attend before the Council for the discussion of this item).
