BRITISH ARMS SALES TO CHINA

1. I am sending separately to Far Eastern Department a copy of the draft record, prepared by the Embassy in Moscow, of Mr Samuel's talks with Mr Kapitsa during the Anglo/Soviet Official Talks in Moscow last week. I shall also be circulating a record of the final plenary meeting between Mr Hibbert and Mr Zemskov, Soviet Deputy Foreign Minister, at which this subject was raised. Meanwhile, you may like to have the attached extract from the Embassy's draft record of the latter meeting. Mr Hibbert and I have expanded the Embassy's draft from our own memory of what Mr Kapitsa said, but I did not myself take full notes of this part of the meeting, and Mr Samuel may wish

to add to it on his return.
