POLICY TOWARDS CHINA

I enclose the latest (fourth) draft of the China paper, which has been extensively changed as a result of a series of meetings with Jane Bennett, Dorothy Pope, Crash Abbotts and David Kerr. I shall be in touch with you shortly about arrangements for reaching agreement on the paper: we see a need to do this as soon as possible.
