(2) Provision for Government schools is based on the planned closure of schools for conversion into Secondary schools or other educational centres. Provision for aided schools is based on the primary school building programme (October 1978).
(3) Provision of operating places in 1978 is the actual number of classes opening in September 1978. Provision in 1979-1982 is estimated from the projected enrolment and average class sizes in Government and aided primary schools. Places in special classes are excluded.
