Purpose

To strengthen the control of pharmaceutical products and medicines.

To provide changes in the existing legislation to cover girls under 17, victims of rape or incost, time limit for abortion, and doctors who have conscientious objections to abortion.

To establish a second medical school in Hong Kong.

Progress made and present position

Consultations are continuing on the amendments Proposing:

(a) the establishment of an intermediate appeal

body to deal with any representations arising from the implementation of the control scheme;

(b) the registration of importers and exporters

of pharmaceutical products and medicines; and

(c) the prohibition of any person from possessing poisons purporting to be for export unless he is a registered exporter.

A revised Bill has been prepared by the Law Draftsman and circulated to the departments concerned for comments. In addition to the amendments envisaged previously, the Bill will include provisions relating to infanticide and child destruction, and revised penalties for various offences.

A further mooting of the Project Co-ordinating Committee was held on 6th October 1978. It noted that the project was procceding according to plan. A loan of US$ 19.5 m from the Asian Development Bank for the hospital was successfully negotiated in July and confirmed by the Bank in September.

Next quarter targets

To prepare the necessary amendment Bill and Regulations.

To submit the Bill to the Executive Council as soon as possible.

To hold further meetings of the Project Co-ordinating Committee to review progress on all matters relating to the completion of the project.
