7. Review of Social
Security
To update the Programme Plan to review progress and to recommend changes and new proposals to the Medical Development Advisory Committee (DAC).
To carry out a comprehensive review of the Ordinance and to make recommendations to rectify any deficiencies.
The financial implications of the Medical Develop ment Programme up to 1986/87 as recommended by MDAC after the 1977 (Second) Review were noted by the Finance Committee on 16th August 1978. These, together with the main details of the programme, werc summ rised by the Governor in his address at the opening session of the Legislative Council on 11th October 1978. Meanwhile, preparation for the 1978/79 (Third) Review has begun. The first MDAC meeting is planned to be held on 30th November 1978.
The Inter-departmental Working Party met three times during this quarter and has completed a section by section review of the Ordinance. Comments from outside organisations on the initial conclusions of the Working Party were also considered.
To prepare papers for the Third MDAC Review.
Working Party to submit report to the Commissioner for Labour.
To review comprehensively existing social security provisions and propose ways in which these could be expanded to meet the known needs of vulnerable groups in the community.
Most of the proposals in the Green Paper on Social Security Development were implemented between April and October 1978. The recommendations of the ad hoc sub-committee set up to consider various aspects of the welfare allowance scheme (renamed special Needs Allowance) have boen considerea and endorsed by the Social Welfare Advisory Committee. These proposals are being finalised for inclusion in a comprehensive White Paper. No decision has yet been reached on the proposed voluntary contributory sickness, injury and death benefit scheme and this scheme will be excluded from the White Paper.
