Review of Subsidies.
for Secondary School Students
Review of English- speaking Education
Purpose
To raise fee levels in senior secondary forms, technical institutes and adult education centres.
To make certain changes in the assistance given by Government towards education-related expenses.
To review present policy and provision, and to estimate future needs, for English-speaking education
Progress made and present position
It has been decided that proposals for raising senior secondary fees should be put before the Executive Council separately from the Memorandum on terminating the student travel subsidy. Proposals for updating fee levels in technical institutes and adult education centres, and for introducing new fee remission arrangements, will be included in this Memorandum.

On 29th May the Chief Secretary's Committee decided that student travel subsidies should, not be termin ted at the end of the current school year but that an Executive Council Memorandum should be drafted putting forward proposals for terminating the scheme. The Education Department has been asked to prepare proposals whereby students would receive some compensatory benefits in meeting school expenses to help to offset the increase in such costs arising from the withdrawal of the travel subsidy.
On 23rd May the Governor-in-Council decided that a committee should not be appointed to review English-speaking education, but, instead, the problems outlined in the Memorandum should be considered administratively within the Government Secretariat, with a view to making recommendations to the Executive Council by 30th September. Tentative proposals have been prepared for submission to HE.
