Review of Primary Education and Pre- primary Services

Free and Compulsory Junior Secondary Education

Purpose

To make recommendations for improving the effect- iveness of primary education and for promoting the development of services for the care and education of children below primary school age.

To extend the Director of Education's powers to enforce school attendance to cover children in junior secondary forms and to provide such education

without charge.

Progress made and present position.

On 19th May the Working Party on the Care and Education of Children below Primary School Age gave further consideration to proposals for setting higher standards for kindergartens and for providing financial assistance to needy families to meet the higher fees that would be necessary to maintain such standards. A sample survey of households with children between 0-5 years of age is being carried out to obtain information that will be useful in assessing demand.

The Working Party on Primary Education held further meetings on 4th May, 22nd May, 8th June,! 28th June and 12th July. Papers were considered on teacher, training, the primary inspection service, special and resource classes, educational television, central arrangements for the allocation of primary school places and on improvements..to the staffing rætið.

The Education Department is preparing revised. drafting instructions.

Next quarter targets

To hold a further meeting

of the Working Party mainly

to consider child carę :

issues as soon as papers have been prepared by the Social Welfare Department. A draft of the report and the survey findings will also be considered by the Working Party when they are ready.

This Working Party hopes to have completed its report by October.

To give further considera tion to the drafting instructions with a view to having a Bill ready for consideration by the Executive Council later this year.
